Environmental Site Assessment in Ontario

The ESA is required to assess the potential contamination due to present and historical usage of the site and the surrounding areas, environmental testing for soil and groundwater, delineation of the contamination and remediation of the site as per the municipal, provincial and federal government guidelines. Environmental site assessment is required during subdivision application, land development, property transfer and bank financing to reduce the liability due to environmental contamination. We provide Environmental Site Assessments, ESA Phase I, II and III services together with many different Geotechnical testing services.

Environmental Site Assessment (ESA) Phase I

The purpose of an ESA Phase I is to determine the potential contamination due to present and historical usage of land and the surrounding areas. ESA Phase I is carried out as per CSA Standard Z2768-01 (R2016) and municipal and provincial guidelines. The scope of work includes the following activities:

  • Review of the present and historical usages of the land, including surrounding areas as per the municipal and provincial guidelines
  • Review of the site information, including topography, soils and groundwater
  • Review of the air photos, publicly available online database and other environmental reports, if available
  • Review of municipal, provincial and federal regulatory record search, 
  • Site visit and documentation of potential risks, and interviews with the landowners or land users and
  • Prepare a report including findings and recommendations.

Environmental Site Assessment (ESA) Phase II

The purpose of an ESA Phase II is to evaluate the land through sampling and laboratory testing of soil and groundwater to determine the type and extent of the contamination. ESA Phase II is carried out with the CSA Standard Z2769-00 (R2018) and municipal and provincial guidelines. The scope of work includes the following activities:

  • Drilling and sampling soil and groundwater for environmental testing
  • Laboratory testing of soil and groundwater 
  • Review the laboratory test results with the applicable guidelines.
  • Prepare a report including findings and recommendations.

Environmental Site Assessment (ESA) Phase III

ESA Phase III involves delineation of the extent of the contamination and remediation of the contaminated site. The ESA Phase III concludes with formal reporting after remediation and obtaining a reclamation certificate following the municipal and provincial guidelines.
